Try resetting both NVR and IPCam back to their factory settings.
For IPCam, press and hold reset button while you power up the IPCam.
Wait for about 20 seconds before releasing the reset button.
For NVR, choose "restore to factory settings".

I just wanted to make sure. If incoming bandwidth is @ 25 Mbps for a 4-port NVR, this means as long as the total of my IPCam will not exceed the 24 Mbps, this is ok.
