CCTV in the UK is regulated by the Information Commissioner's Office (ICO)

The Data Protection Act (DPA) does not apply to domestic (home) CCTV systems.

Domestic users are now only exempt from the DPA where recordings are exclusively limited to within your properties boundary. If you capture people outside your boundary you are not exempt.
