Dome Camera Enclosed or open

Hi, still learning a lot about CCTV to protect my home.

Thanks to this forum I am happy about NVR but really confused about cameras.

Some of the turret cameras have a dome over them like the DS-2CD2143G0-I 4MP and others are open like the DS-2CD2363G0-I.

What are the pros & cons for these variants does the IR not get reflected on the covered type?

Are these quite good cameras for my low budget system, also looking at the DS-2CD2043GO-I
