That's odd, it's downloading fine for me.
I guess you are logged-in, as you were able to Post.
I'm on a Windows 10 PC and using Chrome browser version 70.
 
Eventually opened it, had to browse in Internet Explorer to open, 'Edge' couldn't do it oddly.
 
Just to confirm ... I also could not view/access the Hikvision pdf file in first post on my home machine running Windows 10 and Edge browser.
Was fine with android on my phone tho
 
Guide optimised test attachment.
Nope, can't get it to download OK in Edge.
I have checked, no new version.
