I have 3 sites (A,B,C) , each site has one DVR and 16 cameras. If I place each site on a separate subnet below and vlan will site A be able to see site C’s cameras? or does all the sites need to be on the same subnet?

site A 10.20.50.x/24 Gateway 50.1 vlan 50
site B 10.20.60.x/24 Gateway 60.1 vlan 60
site C 10.20.70.x/24 Gateway 70.1 vlan 70

It depends on how you configure the LANs, and the access permissions to them e.g. if you are able to configure access site-to-site then you will be able to see the cameras.

Sorry, that seems a bit obvious. It depends on how you configure your routers, what you set up, what you allow, from where to where.
Something needs to be managing the overall network(s).
